You are confused in the very basic point itself, it seems. That is why you have asked why Krishna punishes the cheaters if He is merciful & equal to all.
Do you think that there should be no punishments in this earth?
Who said the Punishments are bad?
If there are no punishing system at all, the world can’t function at all.

Let me explain how.
When you committed some mistakes, your parents scolded you or even beat you in your childhood. Had they not punished you, you would have become a violent and violating person.
Just imagine whether you can live safely and peacefully if there are no policemen and courts to punish. Only because there is a fear of punishments, the violators are less. If there are no punishing system, everyone will start to violate because everyone is prone to mistakes and cheating tendencies as per the scriptures.
So, no family system can exist. How can a family exist if all are violators and offenders?
The rulers enjoy immunity from karma if they punish the violators and offenders even by giving capital punishment.
If a judge enquires properly and gives a verdict of death punishment, he does not add karma. Because he is doing his duty of maintaining Justice system in the country that will keep the people fearful to violations.

How do you expect Lord Rama should not punish Ravana even after giving him many chances for reformation and release Sita devi? Do you accept kidnaping the wife of others?
See, Punishments should not be the first stage of reactions. First, we should advice the erring person who violates within our family or friend circle. If he does not hear and change himself, the best punishment is to desert him. No need to retaliate or attack.
However, if one of our friend or relative commits anti national or anti social violation, we can neither punish nor forgive him. Because hiding the offences against the law is also a criminal offense.
So, we should inform the police about that person. We should not punish on our own.
If a thief is not punished by keeping him in jail, he will steal daringly in more and more houses.

Do you know in some Arab countries where the punishments are severe, the crime rate is very less?
Therefore, punishments are also necessary.
Nowadays, some parents take the teachers who beat their children to court. But, when my father admitted me in the Ist Std in the elementary school, he told the Principal to beat me like anything and correct me if I commit any mistakes and do not study well.
Hence, I am now preaching.
Everything is for good.
Krishna never involves in the punishments. He just created a karma department and made all the human beings members of that network.
Those connected in the karma network will face the reactions like blessings and punishments for their every good and bad activities.
Not just punishments, this karma network gives blessings also if we do good in this birth.
Not only that, Krishna has given the opportunity for all of us even to burn all our past karma by totally detaching from materials and attaching to Krishna.

A learn devotee will pray to Krishna to give problems, ie, punishments fast and clear all his pending karma fast and purify him.
In Mahabharatha, Kunti prayed so to Krishna.
I promise you that I too pray so.
Why?
Because when we face more problems or punishments for our previous karma, we get purified from karma and hence the soul thinks more about Krishna without diversions. So, we get Krishna fast.
This is the secret of benefit behind facing more and more problems and punishments.
